Top Swap is a puzzle game where you try to order each row of dice tiles from lowest to highest by moving the fewest number of dice tiles.
I honestly tried to create an algorithm to determine the Top Swap number for each of the levels, but I failed.
So we will have to do it empirically with tons of game play to make up for my lack of math ability.
I figure with enough plays, the true lowest score for each level will be revealed.
